Resource Gaps

CityLink is designed to help the working poor, not at-risk individuals. Our research showed that many agencies currently provide immediate relief from homelessness and addiction, but resources for people trying to break out of poverty are fragmented and comparatively scarce.

The U.S. Bureau of Labor Statistics defines the working poor as individuals who spent at least 27 weeks of the year in the labor force, but whose incomes still fell below the official poverty level. These individuals and families face an overwhelming number of barriers to advancement, including frequent unemployment, little or no post-secondary eduction, and unstable housing and transportation. CityLink exists to remove these barriers and help clients achieve self-sufficiency through:

  • permanent, stable employment of choice
  • full health coverage
  • affordable/reliable transportation
  • active, ongoing learning
  • use of formal financial institutions
